Man-Tra-Con Corporation is a “no-cost” partner to employers, and a free service to job applicants. Man-Tra-Con Corporation is a driver in the economic development space. We are funded through the administration of federal and state grants. Man-Tra-Con Corporation is guided in this work by our Chief Local Elected Officials and by the Southern Illinois Workforce Development Board. We achieve success through partnerships and collaboration. We offer creative solutions.

About Our Chief Executive Officer
Angela Holmes joins Man-Tra-Con Corporation as a long-time resident of Southern Illinois. She brings 25+ years of human resource and leadership experience. Angela’s unique employer background extends through multiple counties as she has worked with and for employers in Jackson, Williamson, Franklin, and Jefferson Counties since moving to Southern Illinois in 1998. Angela understands workplace and brings a “people-centered” approach to her work. She comes to Man-Tra-Con from Jefferson County’s own National Railway Equipment, Co. (NRE) where she served as the Vice President of Human Resources. NRE is headquartered in Mount Vernon, Illinois. Prior, Angela was the first local employee hired to start-up and staff the Aisin Manufacturing Illinois (Williamson County) establishment which has now grown to 3 plants and has over 1,000 employees. Angela has worked at both start-ups and facilitated layoffs and closures.
Angela is a long-serving member of the Southern Illinois Workforce Development Board. She currently lives in Williamson County but has also lived in Jackson County since moving here in 1998. Angela has worked in 4 of the 5 counties that Man-Tra-Con serves: Jackson, Williamson, Franklin, and Jefferson Counties.
Angela has a bachelor’s degree in Psychology from Illinois State University. Her focus was Industrial/Organizational Psychology with a minor in Sociology. She also attained her Master’s Degree in Education at the Southern Illinois University Workforce Education and Development program. Angela has attained the Professional in Human Resources (PHR) from the Human Resource Certification Institute (HRCI).
Angela is originally from Henry County, Illinois, but doesn’t hesitate to call Southern Illinois her home. She is dedicated to serving Southern Illinois and has in the past been involved in the Marion Chamber of Commerce as a board member, REDCO, SHRM and SIPMA. Most recently, Angela served as a school board member at Our Lady of Mt. Carmel School in Herrin, and has been a member of the Jefferson County Development Corporation (JCDC) for several years.
Angela looks forward to merging her employment and economic development experience with the world of workforce.
